Consider this cheating??

So in my relationship we have been together for almost 3 years. He’s cheated on me before by talking to other girls and sending and receiving pic. He’s lied to me and broken promise that he would change. And he’s never meet with these other women. Just talked with them and traded stuff. Well he’s been watching girls shake there ass and all this stuff I would consider porn because it’s sexual. So my question is do you consider that cheating since you are trying to repair and gain that trust back? Should I still get hurt that he’s doing that than coming to me?? Help me please.
Update the only reason why I have stayed is because yes I thought I could change him. But also I have a one month old with him. And a 5 year old that he knows as his dad. So I didn’t wanna ripe my kids from that. But now I’ve seen it’s not about them completely. No I don’t think anything he has done is right and I have made him leave.

1. It doesn't matter why you stayed.  You still stayed and these are the consequences of this choice.
2. Hopefully you learned a lesson about trying to control and change people.  There is a reason the phrase "you can't change someone else" is literally a cliche in our society..

Bottom line-
You chose to stay with a guy you know likes porn and checks out/talks to other women.
If YOU considered that cheating you should have left, but since you chose to stay with a dude who you know full we does those things then you agreed to those things in your relationship.  That's how dating works- you accept your partner for who they really are, or you move on to someone you can accept as they are. You don't try to change them. You don't get with or stay with a known cheater then expect him to magically be different.  That's not how kt worm. 
You chose to accept him for this when you chose to stay. Period.  So it doesn't matter what we consider cheating. None of that has any bearing whatsoever on your relationship. 
Now all you can do is sleep in the bed you made or change the sheets. Choice is yours.

No but if he’s always doing stuff that makes you feel crap about yourself and he doesn’t stop when you’ve spoke to him about it he has no respect for you and you should leave the relationship. You sound incredibly hurt and unhappy because of him.
