Do I leave him?

Me and my current partner have been together 3 years! After our first year he ended things with me and came back saying things would change. I told him I wanted to move out and get a place otherwise things wouldn’t work. 2 years later we are still at his mums. I don’t feel happy at all, getting to the point where I feel depressed... 
I do love him and always will be I am so unhappy and scared to leave him...

Why haven’t you both been able to move out yet? Is it because of financial reasons, or because he doesn’t want to or doesn’t make any effort to start the process? 
You need to have an honest discussion with him about this and get to the bottom of why you’re still in this position. Let him know that you are ready to take the next step with him and get your own place, but you won’t be kept on hold for years until he is ready. It’s about meeting in the middle really- you can’t force him to do something he doesn’t want or isn’t ready for, but you also shouldn’t put your life on hold for a milestone you two as a couple may never reach.
I think before deciding whether to leave him or not you need to talk about this thoroughly, and set some achievable deadlines. For example, saying you want to have your own place in a month’s time is too soon- these things can take a long time, but if you say give it a couple of years, neither of you might not have the drive or motivation to go and actually house hunt and save. But you also need to both be on the same page here and both show to be putting in the same amount of effort. 
If it was me, I’d leave if my partner didn’t want to discuss it with me or give me any valid reason as to why he didn’t want to move out with me. If he says “I just don’t want to”, that is still a valid reason, and may help you decide whether you want to continue the relationship. But if he gives you wishywashy answers and goes back and forth, then the alarm bells should be ringing.

2 years at his mom’s? I couldn’t handle that, especially without a plan to move out in place. If this a dealbreaker for you, tell him you want plans to move out and that you can’t keep living like this. See what he says, but I’d be planning my exit
