Toddlers are supposed to be clingy. I recommend looking into the psychology of secure attachment. When a child has been comforted and feels secure that they’re safe, they eventually become less “clingy” and feel more comfortable exploring the world around them. It takes time though, and during toddler years, some will become more independent sooner than others, but it’s perfectly natural for a young child to seek the safety and security of their mother and/or father.

I don't understand the question. My 3rd child was very high needs. He needed a lot of physical contact. I wore him in a carrier until he was 3. He is now 6 and he is incredibly independent and adventurous. He makes friends easily and feels secure and confident. 
I've worked with children for 20 years. Children will let you know what they need. The more effort you put into fullfilling those needs when they are young means they will have a stronger bond with you as they grow up.

I don’t have kids so my opinion is probably redundant, but I think it depends. If the child really just wants mum or dad and needs comforting, I wouldn’t see a problem. If their behaviour is causing behavioural developmental problems e.g. hindering social skills, then sometimes some tough love is needed. 
When I was 2 and a half, my parents started me in nursery. I was an only child and there were no other kids my age in my family or parent’s friends, and they were keen for me to interact with children my age. Apparently I’d scream and cry every morning of nursery when I got there, crying for my mum. It broke her heart but after a cuddle, she left me with the nursery workers and went on her way. According to them I’d soon stop crying and just get on with my day, and after a couple of weeks I was fine. 
I guess I’m trying to say that you need to evaluate the situation and their behaviour. Sometimes kids need to learn how to self-soothe and that being without mum and dad for a little bit is okay.
