Using a car seat that I was given and I wanted to practice for baby lol. 🤣 but it seems wrong. Should I just buy a new car seat? I have the stroller that this connects to & don’t want to buy one that doesn’t connect.

As long as you trust the person who gave this to you with your child’s life, then it’s usually ok to use. Check expiration date, fraying on any straps, can you guarantee that it’s never been in a accident (minor or major), or never been checked in at an airport? Do you know for sure that this car seat was washed/ clean the way the manual recommends? Some cleaners/ harsh chemicals can ruin the integrity of the seat. Did it ever have mold in it? 
The safest option is to buy new. You can buy a new car seat that will click into the stroller frame you have.

Like others have said as long as you know who you got it from and that it wasn't in a accident or near the expiration date it's perfectly fine. With my first I got a new one but with my second I got a used one. It was pretty much new she only used it for about a month. (My SIL gifted it to us sne got ot from one of her friends) and we only used it for 6 months and got the convertible one that's rear and forward facing. If you aren't sure or uncomfortable using it get a new one. 
The chest clip does look like its on the stuffed animals neck.

Car seats are a safety item so it’s generally best to buy new BUT if you know the people who gave it too you, so you can trust that it hasn’t been in an accident and it’s not close to the expiry date it should be fine. Your choice though 😊

Personally bought a new convertible car seat when baby was a couple months old. Only needed car seat for when baby got out of hospital mainly.

If you’re getting it from someone you know and it’s still in date then no problem. If you get it 2nd hand from a random it’s not safe as you never know if it’s been in an accident.
