Can an employee be fired for a policy that never got explained to them?

Long story that will be posted soon, my friend might get fired for pumping in the mornings when she first arrived at work. The state law says “Time: Requires reasonable break time for an employee to express breast milk for her nursing child each time the employee has a need to express the milk. Employers must count pumping time for the purpose of determining eligibility for health insurance.” Reading that she was under the impression she could pump when needed, including first thing in the morning. Saving time instead of running in and clocking in, and going back out again and starting to pump, she just began pumping, cleaned her parts, stored milk, and went in and adjusted her time to when she started pumping sometimes later. The employer still has not explained the policy to her.
