Alternative forms of eyeliner

Question

I’ve seen videos where girls will take their lipstick with a brush and use it as eyeliner. Seems very strange to me, but got me thinking that maybe it’s a commonly used thing I didn’t know about. 
Would y’all say it would be an acceptable thing to use lipstick for eyeliner when trying to go for a colorful look?

Matte liquid lipsticks yes! But not anything that would smear or smudge off real fast

I heard a long time ago that something to do with the red pigment in lipstick can be dangerous around your eyes, but maybe that has changed by now. I have really sensitive eyes, though, so I wouldn't want to risk it.

You can with certain lipsticks. Only use lipsticks that say they are specifically eye safe. However a lot of make up brands, like indie brands esp, are coming out with colorful eye liners (like colourpop). I know colourpop does gel pot eye liner and the twisty pen types.
