Should ‘brake checking’ be a criminal offence?

Brake checking is the term used for when the car in front will slam on their brakes, either intended to annoy the driver behind, almost like a reverse tailgating, or to cause a crash as part of an insurance scam

Should this form of dangerous driving be a criminal offence and, if so, what should the consequences be?

I don’t think i was clear enough in my original post. This tends to happen on higher speed roads (50-70mph) where people will dramatically brake, usually to about 15-20mph or a complete stop despite there being no reason to stop or slow down so drastically. It would be able to be prosecuted if CCTV or dashcam footage were to be presented as evidence
