In my country our emergency services phone number is 10111. They taught us this symbol in school to remember the number (the thumb is the first 1, then the index finger is the 0, and the rest of the fingers are the other 1s). So there are tons of people in my country that associate this symbol with help.
I think this is stupid. It doesn't mean the same thing everywhere.
