Job response, what does this mean?

I applied for a job with the state and first received an email that I met the qualifications and my info was being forwarded to the hiring manager. Then the job posting date got extended by two weeks. Then today I received an email from the man who would be my boss that asks if I’m still interested in the position and “if so, is there a time next week when I could call you to discuss?”

I already responded and said I am still interested, would love to discuss the opportunity further and the best times for me. But what is he really doing? Is that setting up a phone interview to decide if he wants to give me an in person interview? That’s my best guess but “discuss” doesn’t really sound like an interview.
