If ur SPOUSE told u they would not talk to someone anymore and then months later u see a text message conversation and then they say that they were testing to see if you still go through their phone?

The testing you story is a cover up. Ya boy got caught and he's desperate for an excuse. Don't throw a fit, but maybe reevaluate your relationship and talk about it with him.

You guys should probably go to counseling. I’m guessing this person is someone they agreed they shouldn’t talk to for the sake of your relationship (infidelity of some kind ?) and if they have a history of being deceitful with their phone, they should know that in order to regain trust that can’t be a “secret place” for them anymore. If he didn’t agree to counseling I’d end it, if I felt like we were meant to have been past these issues already, I might just skip counseling and end it. But the “testing you” nonsense is a lie and childish game playing. This whole thing just makes me think I’d leave quiet honestly... but then again it’s a spouse, not a willy-nilly BF. But then again, some people start a marriage in all the wrong places, I’m looking at it from where my marriage would start and the boundaries we have in our partnership. The way he talks and behaves just says “not in the marriage” to me.
