It is in a way; we can believe what we want just not push it onto others. I believe flirting is cheating. I need to do more research on the topic, but I do believe that flirting is cheating. Say if you and someone were dating but one of you decide to flirt. You or your partner may think that it wasn’t intentional, but you or they might feel that it was. Maybe they were feeling uptight or uncomfortable about the approach. If someone continues, then it is obviously. If you do it behind their back, it is cheating.
I remember from reading somewhere that you’re not supposed to be flirting with someone else while in a relationship. You should respect your partner/significant other’s feelings and keep their interest in mind. It’s not all about you. It’s about them and how they feel. 
Cheating is done in different ways since the development of technology. People cheat through text or by call or simply by being extra flirty with someone.
Therefore, I do believe that in a way, flirting is cheating.

It felt like my ex was gaslighting me for the last four months of our relationship. Every time i called him out on it he just seemed to brush it off. He wouldn’t say I love you anymore unless I said it cost and then stopped saying it altogether, when he’d come over I had to wiggle under his arm to get him to even touch me at all, he would come to the house I was staying at and just spend the whole time plying games with his friend there or watching Netflix, he wouldn’t lay with me anymore, and whenever I talked to him it seemed like I was bothering him. I had a conversation with him in May and told him that he either needed to tell me for sure that he wanted me in his life or we were done. He said he didn’t and tried to make it seem like he was the one having a hard time because with his head injury he couldn’t be happy or feel anything other than hatred or anger, yada yada. Not even 3 full days later he’s posting on fb about being in a relationship with some other girl. I ended up talking to her trying to figure out shit cuz it started giving me anxiety. Low and behold, he’d been talking to her the whole tome we were together,  and around late January early February (about the tome the gaslighting started) she said that he told her he wanted to build a relationship with her. She said no she wasn’t ready she’d just gotten out of a relationship. He brought it up again April 25th, two days before my birthday (he didn’t say a word to me in my birthday while my friends in-laws who I barely knew [I had recently moved to get away from my father and was staying with said friend until I found a place of my own] threw me a frickin party). She told him on April 30th (three days after my birthday) that she was ready. Apparently he told her, and I quote, “I’ll sort things out” (she didn’t know we had been together while they were talking, as far as she knew he was single. She said that he had told her one of his exes was messaging him and he didn’t know who it was and yada yada, and so that’s what he said when she said she’d get together with him.) technically speaking he didn’t necessarily “cheat” since they got together after I ended things with him, but I mean. Wouldn’t you call that cheating?

For me it depends. It's it like having a flirty personality type of flirting? Or is it "I'm trying to get in your drawers" type of flirting. My husband and I are naturally flirty people. Sometimes I have to catch myself. However if I'm actually trying to flirt, I'm terrible at it.
