Not meeting milestones

I’m so nervous. Worried FTM here- My boy is 11 weeks old and I don’t think he is meeting the proper milestones. When I hold him or sit him up he can hold his head up straight and sturdy easily, but when he’s on his tummy he doesn’t lift it up unless he is propped up with a pillow. He hates tummy time and just cries otherwise. He also isn’t reaching for toys and grabbing them yet. He will bat at them but I think it’s just purely accidental. He is a very high needs baby and always wants to comfort nurse and only seems interested in that.. not toys, or books. I’m freaking myself out honestly. And to top that off we don’t have an actual paediatrician. His doctor is a family doctor, but doesn’t seem to know much on baby development. And right now there is such a health care crisis, we will be waiting for a year before we can get a different doctor for him. I’ve tried everything to encourage him to reach for toys and play but he just fusses. Does anyone have any advice?
