Gown versus swaddle versus sleep sack is going to depend on parent and baby preferences and the baby's age.
I usually did a cotton footed sleeper with a cotton sleep sack (or swaddle when my girl was really little). If I remember correctly, my house was usually around 72° F and her bedroom had a fan that was usually on during sleep times.
