3 month old (15 weeks) fussy period?

So for the last two nights, my daughter has had meltdowns around 530/6pm and last until around 7. Inconsolable crying, red faced, not wanting to breastfeed. The only thing that has worked was skin to skin (and that takes about twenty minutes for her to full calm down after the initial contact). Finally she is calm enough to breastfeed and then falls asleep. Are three month olds normally very fussy? It there a particular reason that this could be happening? We get home around 4 from daycare and she usually takes a small power nap from 430-5pm.
