Kids wearing lipstick?

When would you let your daughter wear lipstick?
My SIL keeps complaining about her 3-year-old wearing lipstick. She says she can't control her, and is forced to buy new ones every time she takes her daughter to the store.

My 4 year old getting ready for Halloween party, I did my makeup she wanted hers done.  she doesn't get to wear it all the time only halloween or if we stay in and play makeover.

My daughter hid kids lipstick in her purse one day for school pics haha. I thought it was kinda cute, but told her not to do that again (which she hasn't). At 3 she's so small she legit just needs to put the lipstick somewhere the 3 year old can't reach. Don't see why that's such an issue. She needs to say no and mean it

For dress up yes, for everyday use no. Now I wouldn't mind chap stick or lip gloss though of course in clear or light colors.

I doubt she really means she is forced to buy it. Shes probably using it as a figure of speech. I say the same when everytime i go to Walmart my two year old son “forces” me to buy him hot wheels cars. If i didn’t want to buy it i wouldn’t as I’m sure she would do the same. As far as the lipstick question if its for dress up purposes only i wouldn’t have s problem letting her wear it as long as its not being worn outside the house.

I'll occasionally do my daughters make up at 3 yrs old, but we don't go out with it. My daughter took all my lips sticks and hid them one day so she could always have access to them, once I found them all they went on a tall shelf in my bathroom with the rest of my make up. I told her if she wanted make up she needed to ask me first, and realize it's not going to be a normal habit. Your sister in law needs to put her foot down and remember her kid is 3.
