Boyfriend not helping

So my partner doesn’t live with me and I have a 3 yr old and a month old baby. He stays at my place in the weekends, he currently finishes at 2pm and doesn’t come till 7pm... it makes me so angry... I want help and I tell him that too. Then on the Saturday he asked to go stay at his friends place when the night before saw me in hysterics because I was so upset as I had trouble feeding my baby 😢

He just doesn’t care and I feel I don’t get any emotional support from him. I also have a feeling he’s seeing another girl as he’s done it before 😏
