Advice please

I have this guy friend who I’ve been fairly close with for about 2 years. About 3 months ago, he started getting really flirty and we started hanging out almost everyday. Going on dates like to dinner, holding hands etc. So I finally decided to tell him I had feelings for him and he said it was mutual; but he basically has things he’s dealing with and can’t date me. But since then things have gotten like more “serious” between us. He stays the night a lot, we kiss all the time & spend all the time together. It sucks because I like him a lot & would love to date him but he’s made it verbally clear he just wants to be friends but his actions show differently. What should I do? Do I tell him we need to stop acting like a couple because it’s confusing and not fair to me even though I want us to be like that?
