Is this a miscarriage? Doctors said it was a missed miscarriage and they can see a face but I can’t 🙄😭

First of all, if the dr claims he sees facial features why didn’t he perform a pregnancy test to confirm it?🙄 
Just to feel better test on your own and I’d find a new dr. 🤷🏻‍♀️ 
I definitely don’t see a fetus though, looks like uterine lining.
