What do chest clips do?

We don’t have them here in Australia but I’m just curious as to what it even does? On the car seat

Keeps baby from putting arms underneath the straps? Gives a pressure distribution of force on the breastbone which is strongest? I guess it probably has multiple functions.

They're supposed to help the shoulder harness straps stay properly positioned.

We don't have them in Europe either. In case of emergency, you have to be able to get baby out with one button. This wouldn't be possible with a chest clip to unbuckle too. 
But as someone else said, they keep the shoulder straps in place.
