First of all, from the looks of your current pic you already have GREAT genetics for your glutes! That’s excellent because building your glutes can largely be dependent on your genetics
Second, you’ll want to make sure you are doing heavy resistance training with a focus in compound movements. 
Third, make sure you are eating to support your goals. To drop body fat and building your glutes try eating at a mild caloric deficit and make sure you’re getting enough protein!
