What is this on my babies neck?

This is darker in person but has been on my babies neck for about 2 weeks and has not went away.

Honestly looks like a birthmark to me. If it were a rash of some kind, it would spread to other places or a wider area and probably would have gone away after a while. Some birthmarks are pink/red.
