You can't really assume someone's sexuality...
But I think most people like or are drawn to breasts, regardless of sexuality. She could be jealous, or attracted, or just appreciate them aesthetically without sexual attraction.

I had an old manger who did this and we eventually became pretty close I asked her and she said she genuinely HATED eye contact like she physically can't do it so she would just look at the persons throat/chest male or female.

I am straight and I take a peek every now and then, but then again mine are small so I cant really enjoy my own. Lol. I do try not to awkwardly stare though. That's creepy.
