Who would you go to for a UTI test?

Primary care giver, they're there for that. 
They diagnose and treat what they can, and if it turns out something out of their range of duties they send you to someone else. 
If you have a negative UTI test themselves can tests for other things not bladder related like ISTs and sometimes they can treat it themselves. They will only send you to a specialist if they feel the issue needs special attention.

I'd just go to my PCP. It's cheaper that way, and still within the realm of things they do
