Baby skin

My poor baby girl skin is so dry and flaky, it almost looks burned. It doesn’t seem to bother her. Any help or idea what I can do to help!? I’ve tried breast milk just seems to make her face sticky. I wash her face with a warm wash cloth 2x a day (morning and night), we wash her clothes and our sheets with the clear, fragrance free, baby detergent. Yesterday I put aveneo baby lotion after washing her face, it doesn’t look worse but I’m just lost at what to do 😩
