Extremely dry skin on my face..

Does anyone have this problem or could possibly be of any help? I never had a problem with it until the past few years. My scalp is so dry, and like the t zone in my face. Including my eyebrows and my eyelids even. I've been managing to keep it okay until recently. I was using shae moisture African black soap for eczema and psoriasis and it was working great. Now it's getting too oily and I am starting to break out. If I go without it then my face dries out, flakes, and is red and bumpy. I would go to the doctor, but I havent got insurance yet. I feel like I'm running out of options.
