Should I report him

This guy had an obsession with me since I was 14 and I told him I can’t talk to him anymore. He’s made 2 fake accounts to talk to me and he even had his sister intervene with it. He even made a fake account on insta to try to follow me and my friend. He was telling my friend about how her and I both hate him, etc. He’s asked me multiple times to hang out with me and offered me money for it, he even told me that my parents can be there to make me more comfortable. He recently was messaging me saying that one of his friend told him that I was going around telling people he’s obsessed with me but he just wants to fuck. He also messaged me around 1-3 am saying he’ll pay me to have sex with him and that he was screenshot the whole convo. I also have reported him before and nothing was done about it since they thought there was no harm involved. He also had made mentions about suicide if I don’t be with him. At school he would grab my hair and touch my butt. He kept texting me from multiple numbers and email addresses. He would add me then unadd me on Snapchat. He would go up in my face and cuss at me. My friend told me he tried to rape her before and her ex was there and her ex didn’t do anything. I recently got some messages from him on WhatsApp and on WhatsApp my names not my name but I have my number there (maybe that’s how he found me). But he told me he doesn’t have my number anymore.

I’m scared to report him because I don’t want to get in trouble, last time I reported someone for this stuff they tried to make me catch charges but this is more of a stalking case. I’m also afraid because he recorded our convos and would probably try to flip it around on me. But he’s older than 18 and I’m not also my parents would have to know about it. He also told me that he met up with some other girl in town and payed her $200 to have sex with him and said he’ll pay me $200 or $1000, he also fakes who he was online multiple times and went after my friends too.
