BF is charging me for paper towels???

Question

So I rescued two gorgeous puppies and I explained to my bf that they were not yet potty trained but we were working on it. 
He said he understands and allowed me to bring my pups over when I go visit him.

Sure enough there were a few accidents. I used his paper towels to clean it up. 
After awhile he started complaining that I was using up all his paper towels. 
So he starts hiding them! Really?

He continues to say it's ok to bring the pups but he's complaining 24/7. 
Just FYI. He didn't even buy his stock of paper towels. He stole them from work for a whole two years before he switched jobs. 
Today just paid him $$ to go buy paper towels because he doesn't have anymore and he refuses to buy some more. 
Am I tripping over nothing????
EDIT: His dog had previously destroyed my carpet and he didn't offer to pay any of the damages and I had to pay the apartment way too much money to get it replaced.

Nah girl if he went 2 years stealing paper towels then he's had enough of a break and he needs to buy his own damn paper towels.

I think he’s ridiculous lol. You should have offered to buy some or should have kept the dogs home or spent the time together outside, but hey he said it was fine if you all came over. I would have replaced the paper towels because I used them all, but he’s acting like a baby and should stop complaining and just straight up ask for some or get over it. If someone did it to me, I’d get over it lol, especially if it was my SO and new babies I invited over.

I mean... paper towels aren’t super cheap and the only reason he has to buy more is because of the puppies you’re taking care of. I wouldn’t have a problem paying for them. Or I would just start bringing over my own. 
When we brought our pups to somebody’s house when my dogs were puppies, we always brought a bag of paper towels and cleaning supplies in case they had an accident.

3 If his dog destroyed my carpet and he didnt pay for it, I wouldnt be buying him something as cheap as paper towels, hes grown with a job and can afford them. Id be petty and tell him to use the money he owes me for the carpet to go buy them 😂
However, I would get a box of puppy pads and place them in a few spots when over there. Eventually it will train them to use the pads when they cant make it outside and makes for less cleanup 😉

I either wouldn’t bring the dogs over anymore or I would invest in a huge pack of puppy pads that way the dogs can use those if they can’t make it outside. Also be sure to take them out every hour and definitely take them out after they’ve eaten and had some water to drink.
