How the heck do I tame my son's cowlicks?

My 3 year old son has two cowlicks on the back of his head and I can't ever seem to tame them or get them to stay down.

If I leave them alone, they stand up. If I brush them flat when his hair is wet, they stick up once they're dry. If I brush them flat when their wet and blow dry it, they still stick up.

I think he's adorable, no matter what, of course. But sometimes I would like to be able to get these things to stay down!
