We broke up 4 months ago, hes recently started taking drugs during this time. Which has raised concerns. I feel the need to make his mother aware and now he is threatening to put explicit pictures of me online if I tell her. Is this blackmail and should I report it?

Tell him you will report him to the police for the threats and the drugs if he does not destroy the pictures. And then cut him out of your life. Unless you have some kind of long-standing relationship with his mom or think he is a danger to her, stay out of that mess.

Check your local laws.  Many places have "revenge porn" laws and such in place.  If he has threatened to put them online without making a request, then it's not blackmail.  But I'm not a law person.  Ask your local police.
