Question about face wash with dry skin?

So I'm trying to develop a skin care routine for myself, since my skin badly needs it. I've come across information saying I should be using cleansers twice a day and use face wash but not as often. How often do you typically use face wash with dry skin? Does it depend on if you've been out most of the day or inside all day?
