Is this a good laptop?

I know absolutely nothing about electronics, so I really need y'alls help. 
I am wanting to get my husband a laptop for Christmas, but I'm on a bit of a budget. $200-250 is the max I can spend. 
He would mostly be using it to watch shows/movies and maybe play some games. He teaches occasional classes as well, so he would need to use it for that and need all the Microsoft programs (word, power point).
He does not need anything fancy, just good will do.

Macs are much better, and won’t need to be replaced every year. HP are outdated about every 6 months.

My MIL bought my husband a $200ish dollar laptop and it was a piece of crap that died within 6 months. Not only did the electronics/battery start to fail, it literally was falling apart from maybe 1 hour of use a day. I know it’s way out of your budget but honestly i would save for a MacBook. I spent $1,400 on mine and it’s still going strong 7 years later. It looks like new, almost 0 wear or tear.  6 years in I needed the battery replaced and that the only repair I’ve had to make. You really do get what you pay for.

Any laptop that can do all you want it to do is going to be closer to $1000 or more. My work laptop was over $500 and it pretty slow. I would wait to purchase a laptop till you can afford a little more, for as shitty as that sounds.

I work in IT and LOVE shopping for computer bargains!
This would be an OK option for just work/office etc., but playing games would probably be miserable with that graphics specs. Not to mention only having 32 GB or eMMC storage. My last laptop had 1TB which is now considered standard. 1TB = 1,000GB. 
Also on the HP front, I purchased an HP laptop and 4 years ago and swore never to do it again. I had to replace random parts about ever 6 months. It was infuriating!
I did a quick search on NewEgg and found this much better Dell option that’s only $225 (which is kind of insane given that all of the specs are AT LEAST doubled):

It’s so cheap because it’s a refurb but I can vouch for the quality of the items on this site. I’ve bought from them several times and the only issues I ran into were with the aforementioned HP laptop!

Internal storage very small, 32GB. Only 4gb of ram memory. 
Games aren't ever going to work there
