Tummy time still a bust?!

Hi everyone. My little one will be 4 months on the 23.

TUMMY TIME STILL SUCKS. HE DOES NOTHING BUT CRY!!!!

backstory: we had unwanted company at my house for the first two months of his life. They have a wild ass 2 year old that they did not supervise properly so tummy time was very limited.

I put him on his tummy all the time now, but he just lays there and screams. Zero effort. I lay on thr floor and attempt to play with him, give him a bunch of encouragement, try to lay his arms in position. He can lift his upper body, but once he's crying its all over.

What can I do to help him like tummy time? None of my old tricks are working!
