Who even decided which words get to be swear words?

I mean, think about how different the world would be if cussing included classic phrases such as: son of a kitten, holy breadstick, kiss my rock... like...why are our cuss words cuss words?

I actually use phrases such as son of a sausage, fish fingers and flipping mangoes instead of swearing when I'm at work and now I have a child I also use them at home to.

It’s somewhat arbitrary. I’ve wondered about this a lot myself. If someone said a cuss word in a different language, nobody would freak out, because they don’t know what that word is. It’s really odd that certain words people freak out about.
