17 month old uncomfortable at bedtime every night

My 17 month old girl used to fall asleep on her own in her crib. Once she hit a year, it became a never ending battle. It would take us 2 hours to get her to bed, so we decided we would try rocking her to sleep.

It worked, in a sense. Now she only takes 30-40 mins, an hour on a rough night. We have tried earlier and later bed time with no change. We have a relaxing bed time routine and she wants to go to bed. She tries to get in her crib and asks for her bedtime blanket. I know she wants to fall asleep, but she just can’t seem to.

She lays on me and her legs don’t stop moving, she tosses and turns, sometimes she arches her back and writhes. She whines off and on. It is not like she is trying to get out of sleep, more like she is uncomfortable. She has had an allergy test, and it came back showing no allergies.

Sometimes I wonder if it’s gas, teeth, ears??? Maybe she is anxious and processing her day???

I know when she is teething obviously that makes it hard for her. She sleeps through the night (unless teething), so it makes me question what’s going on. It’s literally every night for 5 months now. Naps are usually fine and easy to get her to sleep.

Anyone else experience this or have thoughts/advice?
