3 week old doesnt latch right on bottles

He is constantly breaking suction and just chomping on it. He cries like he is starved but even on pacifiers he cant latch. I will call his doc Monday obviously but any advice would be great!(: He is my 3rd but I've never had this issue. He eats an ounce here and there through the day but has only actually finished 2 bottles. He usually eats 4oz. He had thrush but we fixed that but this has been going on since birth. I figured he was new and it can happen. But he wont latch right on ANY nipple I try.. I've bought bottle after bottle nipple after nipple.. he obviously wants and needs to latch and create suction but cant! Help me lol
