I canNOT lose my tummy tuck

The only times I successfully lost weight was when I started at 11 because I was almost overweight. Then when I went on a school trip and I didn't eat much while we did a lot of walking. After the trip I mainly slept and ate very little (most were sweets) and did jump rope.

Then after a while I ate more balanced and didn't sleep as much and put back on what I lost. I even worked out everyday at one point and it did nothing.

Now I workout at least fortnightly as I routinely get my cardio (I think), sometimes more than once a week but I never miss 2 weeks. I limit my sweets to on the mornings when I get cravings and only a little. Lately I've been doing more jump rope and HIIT but I'm worried if I'm losing my booty and nothing on my tummy.

My stomach is 93cm and my waist is 77cm.
