Absolute safest rural areas to live in the US?

Question

I'm making a list of places to move to in the United States. 
Any recommendations? 
Requirements: 
Great schools.
Low to reasonable cost of living.
Great housing market.  
Larger and modern homes at reasonable prices with land. 
Low to non existent crime.
Close to highway or amenities.
Atleast an hour away from any towns with high crime. 
Career opportunities in IT and HR within an hours drive. 
Great area for growing families.
Top picks are: Texas, North and South Carolina, Georgia and Virginia.

Onaway, MI it is close to highways, has a couple stores and gas stations, they also have family doctors, dentists, physical therapists, and a chiropractor in town. It's about 45-60 mins from Petoskey, Cheboygan, and Gaylord. Kids are able to play in the middle of the road here. People driving actually pay attention to their surroundings. The housing market here is also really good  my dad only payed like $400 something a month for his house and that was buying it. One con that I can think of is the main high school here was known for having a bullying problem but that was 8 years ago.

I just want to go live up in the mountains somewhere honestly. The only downfall about that is if I fall off my house or some shit (not entirely a huge leap because I’m a fucking dumbass) a hospital would be far away. 
I want to grow my own food, have goats and chickens and have zero neighbors. I grew up this way, I just had neighbors.

We moved from California to Tennessee and it was the best decision we ever made. Low cost of living. Great community but everywhere has its cons. Good luck!
