Moms, what are you gonna do when you find out your 16/17 year old is sexually active?

I am 20 with a twin boy and girl on the way. I'm trying to figure out the kind of parent I'm going to be. I could be like my parents who were a little toxic or I could be more lenient. However I lived with my aunt for a while and she was easygoing which is why I lost my virginity at 16. I have just about everything planned out for my kids' teenage years. No one on one dating until 15, no crop tops until 16 for the girl, no social media until 14/15. I'm very confident that my kids won't lose their virginity at a young age because I'll try my best to help them understand why it's better to wait but in case they do it how should I approach it? Punish or no punishing?
