We recently moved to a new house and the taps/plugs are covered in this, what is this? Thinking it might be rust and limescale and how do I get it off? TIA

Calcium in the water does that. Don't know how it is called in english, but absolutley normal. Vinegar and citric acid helps to remove it. There are also Calcium removers from store, that are stronger acids.
Chances are, your water is calcium rich. So you will get it not on your tap, but also shower walls, and in the pots you cook water in. (like boil voter or boil potatos or...).
It is safe for consuption, just saying, maybe a little annoyng. I need to clean my kettle like twice a month because of that...

That little piece should screw off might need pliers but take it off n soak it in a cleaner..b4 putting it back on let your water run for a bit
