What would be the best price we can get on a new 2019 and 2020 honda accord base model? 
The “best” price we were given for the 19 was 22k but it looks like msrp for 2020 is just 2000 more

Jelly blue book is a good start. I don’t know much about Honda’s but I know about the industry. Dealers have room in their budget for all promotions at that time. They will often have promotions for return customers.... they won’t offer it to someone without a wheel or deal type of conversation. 
Deals change with the seasons and holidays. New Years and Labor Day usually have the best deals because of model changes.
