Large events and thousands of people...is celebrating and gathering in large crowds risky?

Watching the news now, I’m in the SF Bay Area where there are currently 4 confirmed coronavirus cases. But we’re still prepping and advertising the parade and celebrations for the CNY. I’m really unhappy that we’re still celebrating. I think it’s extremely risky. I don’t understand the headline and topics in today’s broadcast, “Officials are taking the coronavirus outbreak extremely serious, during this celebration.” What does that even mean?? I feel it’s all for profit. No measures will be or can be taken to ensure people’s safety. I also think the people going to celebrate are being negligent.
