Unpaid Child support

So I received a call stating the state would be taking my child's bio-dad to court for nonpayment and I have to take time off work to appear. Why do I need to be there, to say yes he doesn't pay? He owes more than $20,000 and hasn't made regular payments since the court order was put in place. This happened once many, many years ago but, the consequences were basically a finger wag. It's a willful decision of his, as every time they track him down he quits his job in order to stop payments. I have no idea where he is and he has maked no effort to see my child in more than a decade.

I have raised my child without his help for almost a decade and a half. While the, basically first 2 years of college funding would be nice, I'm not delusional enough to think he will ever pay a single penny. I'm also not delusional enough to think the judge will do more than give him a stern talking to this time. Has anyone gone through this process at this level and it not result in pretty much zero consequences for the deadbeat?

Can he just terminate his rights so I can be done with this?
