No. 
The witching hour and purple crying are usually tied.  The witching hour is when babies are wide awake when they should be sleeping at night and purple crying is crying for no apparent reason. These two things usually happen with the 4 month sleep regression. 
Colic is non stop crying. All the time. If they aren't sleeping, they are crying. Colic can be a sign of reflux too.

Many parents think their baby is experiencing colic or a doctor mistakenly says baby has colic, when really they are actually experiencing purple crying. Purple crying usually happens in the evening, so I would imagine it’s probably synonymous with the witching hour. Colic is when a baby cries for more than three hours a day and more than three days a week. Doctors don’t know what causes colic and many of them do believe it is the same as purple crying.
