Baby won’t sleep anywhere but in my arms

Anyone else have a baby who refuses to sleep anywhere other than your arms?? I feel like I’ve tried everything to get my LO to sleep on her own and nothing works. I try to hold her until she’s in a deep sleep, then put her down but that doesn’t always work. We are trying to put her down when she’s drowsy, but she still isn’t there yet. She will occasionally sleep in her car seat (while driving), and refuses the swing.

Our daughters pediatrician wants us to stop swaddling her, but her startle reflex still wakes her up. I know this isn’t forever, but I really don’t want to co-sleep like we did with our first. Anyone have any tips???
