Toddler will sit on toilet but not go

Any tips?

My toddler will hold pee and poop while sitting on the toilet. She can sit there for like an hour. Then as soon as I give up and put her back in a diaper (or commando in pants) she'll go. Are there any tricks to get her to release while sitting on the potty?
