When I visited my friend who lived in a college dorm, delivery people met her at the lobby. Some buildings don’t even allow non residents to go to certain places, don’t they? I think it’s reasonable to meet someone at a main entrance or something. 
This is completely irrelevant but my dads house is between two towns and not one pizza place or any other restaurant would deliver to our house and it was really upsetting lol. We were like just outside the max delivery distance from both towns. Fourteen year old me is jealous of post mates and Uber eats.

I guess it would depend on security. Some apartment buildings require you to be buzzed in. Some have security checks at the door. In a college dorm 95% of the time you can't go past the central lobby without being escorted by someone who lives there. 
My apartment building doesn't have any level of security, so delivery guy could come up to my apartment. But I'm also uncomfortable with strangers knowing where I live, so I would probably have them wait at the front door anyway.

They always come to my door🤣 one time my cousin ordered from her apartment though and the guy made her come downstairs, except he never said to come down. We buzzed him in and gave him the door number and everything and waited 10 minutes then he calls and says “you want your food or not?” She was super pissed
