Do hospitals charge for skin to skin?

My brother told me this and I didn’t believe him so I googled it and it says some places do. Were you charged for it? Do you know someone who was charged for it? 
I personally don’t understand why they would charge you to hold your own baby. I’m open minded to understand why though.

They charge you for the nurse that stays right with you when your holding the baby. Its for the nurses time. Its like 23 bucks

I’ve had two babies and on my third. I’ve not been charged for skin to skin. And if so I’d go somewhere else or eve look into giving birth at home

I did not see a charge for skin to skin but I also had a c section so we didn’t get to do it until after I was all done

It was for a a nurse to be present as the mother had a C-section and an additional nurse was brought in to help with skin to skin while the other nurse was busy tending to mother while she was operated on. The mother's arms were strapped to the table and the nurse was helping keep baby safe while the father was holding the baby to the mother's chest.
