Underwear for 18 month olds?

I'm trying to start potty training with my daughter, but she doesn't seem to care about having a dirty diaper so I really think using underwear where she will feel it more will help her a lot. But all underwear I'm finding are for the smallest of 2T. She's 21 pounds and wears 12-18 month clothes loosely. I feel 2T underwear would just fall right off her. Any recommendations of sizes that run small or any brands that have smaller than 2T sizes? She is currently 18 months old, soon to be 19 months old

Honestly these run pretty small! My daughter is 26lbs and very very pettite. She still wears 12-18 month shorts. We have the 2T’s in these for her & they fit her loosely!! Worth a shot. There’s 3 packs too, this is just what google pulled up haha.

Her sizes start as small as 6 months. I have a petite 19 month old and this is where we buy ours. They wash up great too!
