Could she be uncomfortable?

My little one has been struggling with sleep the past few weeks (could be a sleep regression/growth spurt, but I’m exploring everything that might be affecting her sleep) she’s never been the best sleeper but lately when she’s trying to fall asleep, or is coming out of a sleep cycle and trying to keep sleeping, she tosses her head back and forth for a minute or two. Like she’s trying to get comfortable but can’t. The cover on her mattress isn’t very soft tbh. My husband said it’s for safely reasons that the material is so “dense” but I feel like maybe she really dislikes it. I was thinking of covering it with a softer blanket that will be tied underneath so it’s secure or fitted softer sheet. Do you guys think this is safe/okay/ even worth it? Is it possible that it might affect her sleep/length of sleep if she’s more comfortable? Thanks mamas!
