Unable to report issues

It may be because i have an iphone 6s (are they old now?!) but ever since I updated, i’m unable to see my notifications. I have like 480... And now I cant post comments half the time either!

I tried to report it but when i click the button to report an issue it pulls up the screen for issue type, I click “notifications and alerts”, and it just closes. It won’t let me specify.
